From the Desk of Jeri Duncan, Plano ISD Council of PTAs President
PTA Leaders,
September can feel like a sprint. On the long days, remember this: your work is moving the needle for kids and families—right now. This month, I’m inviting every leader to “Keep the Wins.” Create a simple “Wins Folder” in your PTA's Google Drive. Drop in thank-you notes, quick emails from parents, photos from events, and little moments that made you smile. When the calendar is packed and energy dips, flip through it. It’s proof that what you do matters.
Take two minutes before each meeting to reread your mission and the reason you said “yes.” Then look for it in action at your events—families connecting, teachers supported, students thriving. That perspective shift fuels momentum.
Leadership isn’t solo work. Pair up with one or two trusted PTA friends for quick pep talks, reality checks, and shared ideas. You’ll move faster (and further) together.
In keeping with September's ‘Keep the Wins’ theme, share one win with us—big or small—and share the win in our Plano ISD Council of PTAs Idea Share Facebook group, https://www.facebook.com/groups/planoisdptaideashare, or tag us on your page. Every story builds our community and inspires the next volunteer to step in.
You’re doing incredible work. Let’s capture it, celebrate it, and keep going—together. If you need anything, your Council team is here for you.
Your partner in supporting Every Child with One Voice,
Plano ISD Council of PTAs reminds all local PTAs to submit your 2025–2026 Council dues and any optional donations 💙✨ These are due by the first Council Delegate meeting on September 11, 2025 🗓️.
💵 Dues ensure every PTA has a voice 🗣️, strengthen collaboration across campuses 🤝, and support programs that uplift students, families, and educators 🎓🏫💡.
Together, we build connections that make every child’s potential a reality 🌈👧👦

Minutes Matter: Notes from Rachel Good, Council Secretary
I hope your school year is off to a great start! My name is Rachel Goode, and I am your Secretary contact on the Plano Council of PTAs. The Council board’s main goal is to help you and your PTA be successful—and I am here to support you in that!
Many of you have already held your first meeting, or will soon. To get started on the right path, here’s a helpful checklist:
• Register yourself as an officer with TX PTA, and encourage your fellow Board members to do the same. This ensures Council has accurate information for distribution lists. https://txpta.my.salesforce-sites.com/OfficerIntake
• Bookmark and review the TX PTA Secretary page, especially the BASICS Secretary Resource Guide—your go-to reference. https://www.txpta.org/secretary
• Complete the Foundations Essentials training video once during your PTA career, and this year complete the BASICS Secretary training video. https://www.txpta.org/courses
• Complete a Plan of Work (POW) in coordination with the Treasurer. A sample POW can be found here: https://www.txpta.org/secretary
• Coordinate with the President or Parliamentarian to request a copy of your bylaws on the 2025–2026 template. The final sentence of Article XV, Section 6 should read “August 1, 2025.” If not, your template is outdated. Always work with the most current version. Many questions can be answered by reviewing your Bylaws and Standing Rules. https://txpta.my.salesforce-sites.com/BylawsRequest
• Work with the President to decide how meeting minutes will be reviewed. Options include:
Secretary reads the minutes at the next meeting, then they are approved by those present.
Secretary distributes minutes via email prior to the next meeting, then they are approved by those present.
At each meeting, the President appoints a Minutes Review Committee of three members to review the current minutes before the next meeting.
• Learn your PTA’s quorum for both Board and Membership meetings. This is specified in your Bylaws.
At your first Board meeting, also work with the President to: • Ensure all Board members sign the Confidentiality, Ethics, and Conflict of Interest Agreement. • Review the Records Retention policy and any other policies (E-Commerce, Social Media, etc.) with the Executive Board, then present them for adoption by the membership. https://www.txpta.org/secretary
I hope this checklist makes your work easier. Please don’t hesitate to reach out if you have any questions or need support. Thank you for giving your time and energy to serve your school community!

Accountability Update
In Plano ISD we believe a strong accountability system is essential to ensuring every student is prepared for college, career and life. We value clear metrics of success that measure both achievement and growth, and we are committed to being transparent with our community about our progress. Throughout the year, we share multiple progress reports with our Board of Trustees and families to help our community understand both our successes and opportunities for growth.
While the State of Texas Assessments of Academic Readiness (STAAR) is the state’s primary measure for school accountability, our district also uses the Measures of Academic Progress (MAP) assessment because of its validity, reliability, and ability to provide actionable information throughout the school year. MAP is a computer-adaptive test, aligned to STAAR, and nationally normed—meaning it measures student performance against peers across the country. Administered multiple times a year from kindergarten through eighth grade, MAP helps us track progress, adjust instruction, and ensure students are on the right path toward college and career readiness. Plano ISD also relies on PSAT, SAT and Advanced Placement exams to monitor our students’ performance against national standards.
Plano ISD continues to consistently outperform both the state and our region not only on the state’s STAAR exams but also on national metrics. At the same time, we recognize that a single test on a single day cannot capture the full scope of a student’s abilities or the depth of the work of our teachers and students. That’s why we rely on multiple measures to define success and remain steadfast in our belief that our students are more than a score.
This week Plano ISD received state accountability ratings from school years 2023–2024 and 2024–2025. These ratings were issued under the Texas Education Agency’s redesigned accountability system, which includes significant changes that impact how school performance is evaluated and reported. Plano ISD has been assigned a letter grade of “B” for both years based solely on the State of Texas Assessments of Academic Readiness (STAAR) scores at the elementary, middle and high school levels and STAAR end of course exams, graduation rates and state-defined College, Career and Military Readiness (CCMR) indicators for our senior high schools.
We are proud of our many examples of unmatched achievement from academic competitions to career certifications to fine arts excellence. We remain keenly focused on continuous improvement. Our commitment is to ensure that every student, in every school, experiences growth, reaches high levels of achievement and leaves Plano ISD fully prepared for their future.

Texas law now requires school districts to distribute information to parents and guardians about the safe storage of firearms. The linked information will help you learn about options for, as well as how to talk to your child and others about, the safe storage of firearms.
It is unlawful to store, transport or abandon an unsecured firearm in a place where children are likely to be and can obtain access to the firearm. Under Texas Penal Code 46.13, a person commits the offense of making a firearm accessible to a child if the child gains access to a readily dischargeable firearm and the person with criminal negligence:
Failed to secure the firearm; or
Left the firearm in a place to which the person knew or should have known the child would gain access
The penalty for allowing a child access to a firearm can range from a Class C misdemeanor (punishable by a $500 fine) to a Class A misdemeanor (punishable by a $4000 fine, a year in jail or a combination of the two).
Remember, a gun should be stored unloaded in a safe or locked container, with ammunition stored elsewhere. You can learn more and find additional resources from the Texas Department of Public Safety website.
Sincerely,
Plano ISD Chief of Safety & Security Operations Kevin Keating
HB 6 Family Communication
House Bill 6 (HB 6), requires the Texas Education Agency (TEA) to provide each school district with a report outlining updates to student discipline laws. TEA created a user-friendly resource called Overview of School Discipline for Parents. This guide is linked below and highlights student expectations and recent changes in the law.
English version of the Overview of School Discipline for Parent
Spanish version of the Overview of School Discipline for Parent
For more details about HB 6, visit TEA’s website: TEA HB 6 Information. We hope you find this information helpful.
Parent Access to SchooLinks (Grades 6–12)
Parents of students in grades 6–12 can now log in to SchooLinks directly through the Plano ISD Family Access on a desktop—no extra accounts or passwords needed.
In SchooLinks, parents can:
Explore Colleges & Careers – See the same tools students use to research future options.
View Course Plans – Review your child’s academic plan, course choices, and endorsement pathway toward graduation.
Track Readiness – Check progress on state College, Career, and Military Readiness (CCMR) goals like SAT/ACT, TSIA2, certifications, and military benchmarks.
Find Scholarships & Financial Aid – Help your child search for opportunities and track deadlines.
This single sign-on makes it easier for families to stay involved and support students as they prepare for life after graduation.
Consent for Physical and Mental School Health Services
Starting September 1, 2025, Texas law (Senate Bill 12) requires parents to give consent before schools can provide students with certain physical or mental health services. Parents must complete a School Health Services Consent Form for each child in Plano ISD.
The consent form will be available in Skyward Family Access on Thursday, August 28th. Please complete it no later than September 1, 2025, so your child can continue to receive health services at school. Without this consent, nurses, counselors, and staff will not be able to provide certain services.
Examples of physical health services provided on campus may include, but are not limited to:
Injury evaluation and first aid care
State mandated health screenings (vision, hearing, spinal, acanthosis)
Lice screening
Assessment and care for illness or physical symptoms while at school
Coordination of health services
Heat illness prevention and injury support for student athletes
Hygiene support
Examples of mental health services provided on campus may include, but are not limited to:
Short-term individual or group counseling
Comprehensive student-success needs assessment (academic related behavior needs like study skills and school involvement, not for mental health diagnostic purposes)
Support during crisis, including assessment following a reported concern of student self-harm or harm to others
Referral to external providers (with additional consent)
Important Notes
This consent does not cover medication administration, long-term treatment, or formal medical/psychological diagnoses—those need separate parent permission.
In a life-threatening emergency, staff will respond immediately and notify parents right away.
If the form is not completed, parents will be fully responsible for their child’s physical and mental health care outside of emergencies.
For the 25-26 school year, parents/guardians should complete the School Health Related Services Consent Form in Skyward Family Access as soon as possible so that your child can receive care after September 1, 2025.
Parents with registered Family Access accounts can log in to view grades, student registration, emergency card information, STAAR and performance data, immunization records, and other important information about their students.

National Voter Registration Day is a nonpartisan civic holiday that celebrates our democracy and encourages every eligible citizen to make their voice heard. For PTA, this day is a powerful reminder of our advocacy roots. From the very beginning, PTA has worked to amplify the voices of families and ensure that laws and policies reflect what’s best for children.
On September 17, PTAs across the country have the opportunity to:
Encourage families, staff, and community members to check their voter registration status.
Share resources about how to register to vote in Texas and deadlines for upcoming elections.
Remind the community that engaged voters help shape the future of our schools and ensure that every child’s potential becomes a reality.
By promoting voter registration, we are modeling civic responsibility for our students and strengthening the parent-school-community partnership.
Mark your calendars now —next year’s LAUNCH will be July 10–12, 2026 at the Gaylord! You won’t want to miss it!
